FOIA 2008-0903-F contains materials from agencies and individuals including Congressman Gillespie V. 2008-0903-F 1 2008-0903-F 2 "Sonny" Montgomery of Mississippi, President George H. W. Bush, and the staff of the National Security Council. These records document an exchange of letters in October and November of 1990, in which Congressman Montgomery advocated the extensive mobilization of the National Guard and Reserves during the Persian Gulf War as a test of the Total Force policy. The Total Force concept , adopted as defense policy in the 1970s, promoted the integration of active and reserve forces in wartime. The WHORM Subject Files contain a letter from Congressman Montgomery forwarding the White Paper "Iraq, Saudi Arabia and the Reserve Components: Missing Lessons for a Future Force Structure" that he coauthored, memoranda discussing the proposed Presidential response, routine cover sheets and routing slips directing the disposition of the correspondence, and draft and final copies of the reply from President Bush.
