Because Hungary and Poland were the first countries to shed their communist governments and centrally planned economies in favor of representative governments and the Free Market, U.S. Government leaders (including President Bush) felt it was crucial to swiftly provide assistance to those nations which would facilitate the transition to the new forms in order to ensure political and economic freedoms were able to take root.
