A letter to President Bush from a Canadian legislator opposes a dam project in the Pacific Northwest, an unclassified letter from the Canadian ambassador addresses sulphur dioxide emissions from the US, and several letters from Canadian citizens are related to US fugitives, handgun legislation, and freedom of expression through cultural publications. Letters from US citizens concern sales of institutional lighting to the Canadian market, depletion of the ozone layer, sustainable economic developments strategy across North America, equalization of harvested US and Canadian seafood, denial of religious freedom and human rights, a magazine subscription tax, access to the Canadian Market by US brewers, an "environmental tax", and Prime Minister Brian Mulroney's acceptance of two awards. Other letters and memos between President Bush and Prime Minister Mulroney contain references to the Mulroneys' visit to Washington, DC and Maine. There are also memos between President Bush and administration officials regarding Canada's gun control laws, lumber issues, meetings between President Bush and the American ambassador to Canada, and President Bush and the Canadian Liberal Party Leader Jean Chretien. The papers include a transcript of an administration official's presentation during a panel discussion at a conference on Canada/US trade in energy, and testimony before the Senate Foreign Relations Committee on the Montreal Protocols. The telcon is a declassified discussion between President Bush and Mr. Mulroney on November 15, 1990. President Bush spoke upon the departure of Prime Minister and Mrs. Mulroney after a visit to Kennebunkport. He also announced an air quality agreement between the two countries. There are lists of meeting participants which included American and Canadian officials. Lastly, "Canada and the United States in the 1990's: An Emerging Partnership" is present in the collection.

The letters from private citizens thank President Bush for being a part of the official delegation to the inaugural of Paraguayan President Andres Rodriguez. Other letters, in English and Spanish, between Presidents Bush and Rodriguez contain references to a visit by Vice President Dan Quayle and the United States' support for the continuation of the democratization process in Paraguay.
