The materials in FOIA 2008-1277-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. These records also are responsive to FOIA 2008-1281-F. Researchers should consult the archivist about related materials. FOIA 2008-1277-F contains materials dealing with the telephone conversations President Bush had with Boris Yeltsin, President of the Russian Republic, and Mikhail Gorbachev. They discussed the agreement signed by Byelorussia, Ukraine, Kazakhstan, and Russia shortly after the dissolution of the Soviet Union. This accord created a group of independent states which was open to all former members of the Soviet Union and other independent states. The material responsive to this FOIA is contained in the office files of Jane Holl, R. Nicholas Burns, and Ed Hewett of the National Security Council (NSC). Although these files are listed, it should be noted that portions of these documents are security classified and have been closed under the restrictions of the Presidential Records Act and the Freedom of Information Act. These Staff and Office Files contain routine documents such as NSC profile cover sheets, NSC Action Data Summary Report and distribution records, and memos. Of special interest are two memorandums of conversation which took place between Presidents Bush and Yeltsin and another between Presidents Bush and Gorbachev. Read less
