[Presidential Daily Diary] 1/19/1991
Operation Desert Storm, also known at the Gulf War, began on January 17, 1991. No daily diary entries were recorded for January 17 or January 18, 1991. On January 19, President Bush's schedule had changed considerably from earlier in the week. At Camp David for the weekend, he nevertheless talked with his National Security Advisor General Brent Scowcroft regularly during the night. In the early hours of the morning, he also spoke with Israeli Prime Minister Yitzhak Shamir as well as with Secretary of State James A. Baker, III, and Secretary of Defense Richard Cheney. The President's schedule throughout the day was absorbed with the hostilities in the Persian Gulf. He hosted a working lunch with his national security and defense advisors and spoke again with the Prime Minister of Israel later in the day.

The President spent the day focused on Operation Desert Storm. He met with senior national security and defense advisors and spoke with British Prime Minister John Major, French President Francois Mitterand, Egyptian President Hosni Mubarak, and the King of Saudi Arabia. In the afternoon, he also gave an interview to Bernard Shaw of CNN. That evening, the President spoke with family members, friends, and cabinet members.

In a busy day at the White House, President Bush met with his senior national security and defense advisors about ongoing hostilities in the Persian Gulf. He also briefed members of Congress, including House Speaker Thomas Foley of Washington. Later in the day, he met with the former Prime Minister of Singapore. Throughout the day, the President made numerous telephone calls to world leaders, including the Prime Ministers of Spain, Italy, and Turkey.

Later in the morning, President Bush met in the Oval Office with David F. Demarest, Assistant for Communications, and Brent Scowcroft, among others. He lunched with Cabinet Secretaries Jack Kemp and Louis Sullivan. In the afternoon, he spoke with German Chancellor Helmut Kohl by telephone and met with representatives of Baltic-American groups. Later in the afternoon, he had his regular briefing and discussion of Operation Desert Storm with senior staff members.

Just after midnight, the President held a conference call with his senior national security advisors and Israeli Prime Minister Yitzhak Shamir about Operation Desert Storm. Early that same morning, the President met with General Brent Scowcroft and James A. Baker, III, before his morning intelligence and national security briefings. Following a meeting with Chief of Staff John Sununu, the President attended the daily Operation Desert Storm briefing with the Secretary of Defense and Chair of the Joint Chiefs of Staff among others. Aside from Gulf War matters, the President met with an official delegation from Mongolia and the People's Republic of China. That evening the President and First Lady attended the annual dinner of the Reserve Officers Association at the Washington Hilton Hotel.

He also met with Republican Congressional leaders regarding the Persian Gulf War. In the afternoon, the President and First Lady returned to the White House and hosted personal friends for dinner in the Residence.

In the evening, the President, accompanied by his wife and daughter, went to Capitol Hill where he presented the State of the Union Address.

Following these meetings, the President had his morning meeting with Chief of Staff John Sununu and telephoned Turkish President Turgat Ozal. He then met with Antonios Samaras, Foreign Minister of Greece. Later in the morning, he traveled to Capitol Hill where he attended the 50th anniversary of President Franklin D. Roosevelt's Four Freedoms Speech. He also met with Congressional leadership including Senator Robert Dole and Congressman Bob Michel. In the evening, the President dined with the Reverend Billy Graham.

He returned to the White House for a conference call with Andres Rodriquez Pedotti, President of Paraguay. After lunch, the President presented the National Drug Control Strategy in a meeting with Richard L. Thornburgh and Louis Sullivan. He then had a series of meetings with Congressional leaders including Alan Simpson, Robert Dole, and Orrin Hatch.

Later in the afternoon, on an Air Force One flight to Newark, New Jersey, the President spoke with members of the press about Operation Desert Storm. After participating at several small events, the President spoke this night to the Economic Club of New York. Late in the evening, he returned to the White House.
