The materials in FOIA 2001-1450-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2001-1450-F contains materials related to the Fair Labor Standards Act (FLSA) and the minimum wage. Because this FOIA collection contains all material related to the FLSA (not just material related to the minimum wage), there are documents relating to the application of FLSA exemptions for overtime 2001-1450-F 2 pay within state governments and the private sector. However, the majority of records in this FOIA collection relate to the 1989 Amendments to the FLSA, which raised the minimum wage. This collection documents: the formation of the Bush Administration's position on the issue of raising the minimum wage, the progress of the original bill through the House of Representatives, and the final compromise resolution passed by Congress and signed by President Bush. The White House Office of Records Management (WHORM) Subject File categories contain letters concerning the application of FLSA exemptions for overtime pay. The researcher should note that most letters from individuals discuss private circumstances and are therefore closed under restrictions of the Freedom of Information Act. In some cases, the administration's response to the individual is also closed for privacy reasons. These files contain general background information on the minimum wage issue, and document the Bush Administration's position on increasing the minimum wage. They also document President Bush's veto of the minimum wage legislation passed by Congress, and the development of compromise legislation that was ultimately passed and signed into law. The few vice presidential records in the collection contain information about Vice President Bush's position on the minimum wage and the efforts, led by Senator William Cohen, to amend the FLSA to allow voluntary child labor for local harvests, such as the potato harvest in Maine and the berry harvests in the Northwest.
