The materials in FOIA 2008-0422-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. 2008-0422-F 2 FOIA 2008-0422-F records are divided among two record groups: Bush Presidential Records and Bush Vice Presidential Records. The majority of records are Bush Presidential Records. Included in this request are WHORM Subject File categories for Buy American Program (TA002) and Tariffs-Imports (TA004). A portion of the records in this request are security classified and have been closed under the restrictions of the Freedom of Information Act. The White House Office of Records Management (WHORM) Alphabetical Files contain correspondence from the general public and replies from the White House and other executive branch agencies concerning manufacturing plant closings. The WHORM Subject Files contain correspondence, legislation, memoranda, proclamations, and reports. Included are correspondence from members of Congress, interest groups, industry, and the public and replies from executive branch officials concerning the United States' trade policy, including agricultural imports, steel quotas, and other subjects. Legislation consists of a draft bill of the Buy American Act. Memoranda contains routine memos between the United States Trade Representative (USTR) and the White House regarding the Generalized System of Preferences (GSP) program annual reviews and recommended changes; standard memos between the United States International Trade Commission (USITC) and the White House discuss policy review and the Harmonized Tariff Schedule (HTS). Proclamations include amendment to the Generalized System of Preferences and modification of the Harmonized Tariff Schedule. Reports include unclassified USITC reports to the President on import investigations, as well as Commission orders and opinions on determinations. The Bush Presidential Staff and Office Files include memoranda, lists, and press releases maintained by individual staff members and offices. The memoranda consist of routine memoranda between White House staff members to the Vice President and other staff members relate to the Textile Apparel and Footwear Act of 1990. Lists include Republican House members voting record on the Textile bill. Press releases from the White House and the USTR relate to the Steel Trade Liberalization program. Materials in the Bush Vice Presidential WHORM Subject Files includes correspondence from the members of Congress and the general public and replies from the White House on topics such as tariff reductions, import quotas, and support for American products. Proposed legislation concerns the Textile and Apparel Trade Enforcement Act of 1985. Routine memoranda relates to the Textile Bill. The Bush Vice Presidential Staff and Office Files include memoranda, correspondence, and position papers maintained by individual staff members and offices. Memoranda relates to the formation of the Presidential Trade Commission, and typical scheduling memos. Correspondence includes letters requesting Bush as speaker for a textile convention. Position papers contain material related to regulatory relief in the domestic iron and steel industry and the textile industry. Read less
