The materials in FOIA 1998-0142-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 1998-0142-F contains materials primarily relating to the NATO Heads of State summit at Rome on 2 1998-0142-F November 7 - 8, 1991. The requestor specifically desired to study the NATO Strategic Concept presented at that summit. In addition to the Rome Summit, this FOIA request concerns other summits and meetings at which the Rome Summit and/or the Strategic Concept may have been mentioned. A large proportion of the records processed in response to this request have been closed in accordance with the Presidential Records Act (PRA) due to the nature of advice documented and security classifications. These consist primarily of briefing materials, cables and memoranda. Although many National Security Council (NSC) files are listed, the only types of materials that remain open are routine press statements and fact sheets distributed to NSC staffers. Please note, however, that the closed materials may prove a valuable resource in the future once restrictions of the PRA and national security have expired. The structure of this finding aid is somewhat disjointed; this arises from an effort to group the materials from given summits together for the researchers' ease and comparison. The Rome Summit information is listed first since it is the main subject of the request. The other parts of the request are listed here in chronological order. Two of the sub-topics listed in the request (the March 1991 French decision to participate in NATO's Strategy Review Group and the 5/20/91 meeting between Secretary of State Baker and Foreign Minister Genscher) are not addressed below due to the lack of responsive records.
