Researchers should consult the archivist about related materials. FOIA 2007-0491-F records are divided among two record groups: Bush Presidential Records and Bush Vice Presidential Records. The majority of records are Bush Presidential Records. 2007-0491-F 2 The WHORM Subject File categories contain correspondence from members of Congress regarding the separate investigations into October Surprise by the House and Senate, and a letter from President Bush to former hostage Moorhead Kennedy denying any role in the October Surprise allegations. The Staff and Office Files contain correspondence, memoranda, newspaper clippings, published material, reports, and notes maintained by individual staff members and offices. The files of the Counsels Office, particularly those of Janet Rehnquist, form the bulk of this request. These files consist of memoranda between White House staff discussing the October Surprise allegations, the search, production, and rules of access for documents for the Congressional investigations, and testimony for the investigation; correspondence between members of Congress and executive branch officials concerning requests for records and costs incurred in searching for and producing records; news articles and published material on October Surprise; and reports of the Congressional investigations. The files of the National Security Council contain correspondence and memoranda discussing requests for records, access policies, and costs incurred; unclassified records on the Iran hostage crisis that were produced to the Congressional investigations; news clippings on October Surprise; and computer reports on potentially relevant documents. The small body of Bush Vice Presidential Records consist of correspondence between a publisher and Don Gregg regarding allegations made by Barbara Honegger; a memorandum between VP staff concerning a report and press releases about allegations against Bush; and a memorandum to then Presidential candidate Reagan discussing the Iranian hostage crisis.
