The materials in FOIA 1998-0101-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. FOIA 1998-0101-F contains materials from agencies and individuals related to Presidential and NSC decision-making regarding United States military intervention in Somalia, known as "Operation Restore Hope". 1998-0101-F 2 White House Office of Records Management (WHORM) Subject File categories contain primarily correspondence concerning the crisis in Somalia and US efforts there. The WHORM Alphabetical Files contain letters from the general public concerning the crisis in Somalia and US efforts there. The Staff and Office Files consist primarily of memoranda, minutes, and cables. A large proportion of the records processed in response to this request have been closed in accordance with the Presidential Records Act (PRA) due to the nature of advice documented and security classifications. Although many National Security Council (NSC) files are listed, the only types of materials that remain open are routine press statements and fact sheets that were distributed to NSC staffers.
